Bush's solution to a possible avian flu epidemic? The military, of course!
You think that's a terrible idea? A Public Health and Disaster Expert from Columbia University would agree with you:
Dr. Irwin Redlener, associate dean of Columbia University's Mailman School of Public Health and director of its National Center for Disaster Preparedness, called the president's suggestion an "extraordinarily draconian measure" that would be unnecessary if the nation had built the capability for rapid vaccine production, ensured a large supply of anti-virals like Tamiflu, and not allowed the degradation of the public health system."The translation of this is martial law in the United States," Redlener said.
I'd like to reiterate Dr. Redlener's words: if the nation had built the capability for rapid vaccine production, ensured a large supply of anti-virals like Tamiflu, and not allowed the degradation of the public health system.
But, of course, the government has not done that. Just like they didn't fund the levees. They've been too busy gutting the treasury, creating the biggest deficit in history, underfunding education, ratcheting up the Al Qaeda membership rolls, killing Iraqi civilians, sending troops to their death for oil, protecting big corporations and making sure that the top 1% of rich Americans get richer and richer.

It is easy. As a matter of involvement in domestic matters, members of the military must vote to agree to intervention of martial law.
