"The Surge Worked"
That's literally the title of a Wall Street Journal op/ed signed by Senators McCain and Lieberman. This struck me as revealing:
As the surge should have taught us by now, troop numbers matter in Iraq. We should adjust those numbers based on conditions on the ground...
In a nutshell:
1) Rotate some brigades out until violence on the ground increases again.
2) Surge again to stop the violence.
3) Repeat. For 100 years.
Also, notice how the president and the Bush Republicans used "the surge" to toss responsibility for Iraq onto General Petraeus' shoulders. It's no longer Bush's War, it's now General Petraeus' war to win or lose. I can't think of a more cowardly and cynical way to ultimately blame the troops should things fly off the rails again.

He's been doing that since things started to go sour. He would repeat his cue card over and over. " Troop levels will be determined by commanders on the ground not politicians in Washington." He also loved to say that he's told his commanders that if they need more troops they would get them, but they keep sayin' they got everthang they needs. He's been working that "Hey don't yell at me! I told those guys that if they need anything we'd get it and they keep saying every thing's ok!" angle all along.
Why, you ask? 'Cause the sorry son of a bitch has never had to answer for any of his shortcomings, not even once. He's inadequate to the task of running a Burger King, yet there he stands waving his hand and giving press conferences like he's earned his presidency. It's almost too awful to even look at sometimes.

The fact that the surge worked does not mean, and was never intended to mean all military operations can cease and we can pack up and go home. FACT: Violence is down and that was the goal. Hard to accept Bob, I realize, but give credit where credit is due. Even though I know it's not good for your business.

NO. The goal was to reduce the violence in order to facilitate a political reconciliation. The violence was only temporarily down in time for General Petraeus' report; soldiers and civilians are still dying -- especially recently; and there is zero political progress. Yet the GOP is acting like the war is over and the surge "worked".
