The president-elect is moving forward with a plan to investigate the Bush administration's authorization of torture and extraordinary rendition. While the Obama plan doesn't emphasize prosecuting President Bush and other top officials, it doesn't rule out anything either. That's probably the most realistic approach, though they might have to toss in some red-meat to sweeten the deal for the left.

Just make sure the "meat" isn't just some schmuck who did the dirty deed. If it doesn't include the guys giving the orders Obama will just look like he's picking on the rank & file.
