Well it wasn't in secret. In fact, it was overshadowed all the coverage of the Hate Crimes bill being signed into law, which was an amendment in said defense bill.

They're all afraid to discuss the holy grail of government largess: the defense budget. Any one who has ever been involved with it knows how packed with waste it is. And no matter how much you get, it isn't enough. I always got a kick out of the number of people who were contractors living off a government jobs program that were so "fiscally conservative" and anti social programs (welfare).
Trim the pork created by unwanted/unneeded pet projects forced down our throats by congress and universal healthcare could be funded. It's a crying shame :(
