Yes, of course they can, with an individual warrant, just like ALL LAW ENFORCEMENT.
Do all Greenwald’s disciples really believe there’s no such thing as surveillance and warrants? This is a common tool used by law enforcement and, while there are occasional abuses at every level, the law mandates that authorities have probable cause and warrants in order to target you.
But if you’re going to indict surveillance of Americans with warrants, you’ll have to indict the entire law enforcement system. Good luck with that.
