Representative Walter Jones (R-NC) doesn’t want to sue the president because they could be impeaching the president instead.
“Why not impeach instead of wasting $1 million to $2 million of the taxpayers’ money?” Jones asked. “If you’re serious about this, use what the founders of the Constitution gave us.”
The congressman said he will vote against legislation authorizing the lawsuit, which will likely come to a vote on Thursday. The House Rules Committee voted to advance the legislation last week.

The implication seems to be that impeachment wouldn’t also be a waste — perhaps a much larger waste — of taxpayer money.
