Mike Enzi and Tom Price may be doing an informal social-science experiment: just how petty and childish can the Rs get before they get significant pushback? Hey, beats working.

There are too many tribes of vandals among the Rs who want too many different things—apart from hamstringing the federal government, which they all agree on—for Congress seriously to debate, let alone pass, a budget.

Republicans in Congress are expected to release their own budget proposal – which is also a non-binding document – in the next several weeks.

Will that be before or after they release the details of their ACA replacement?
