FACT: Responding proactively to a hurricane is the base minumum expectation for a president and the government.
But be prepared for the Republicans to praise President Bush and Senator McCain for their "extraordinary" and "heroic" response. It stands to reason that since they failed so miserably three years ago, the bar has been set very, very low. And so an average reaction will appear triumphant.
