in fairness, Snowden originally worked directly for the NSA before moving to Booz Allen just a month before becoming the leaker. They probably assumed the NSA had properly vetted him.

If you want to keep something secure, reduce the number of people who have access to it. Of course, whether 10 percent can actually handle the work load remains to be seen.

I can only theorize, but I wonder if they discovered that in a rush to meet demand many of those administrators were brought on without sufficient background checks. Upon further checking the NSA found most either would have falled the background or were technically no qualified for the job. So instead of risking very public lawsuits, they just cleaned house under the pretense of changing the system.

These laws and institutions have been around for many years. Implication is Obama is responsible for everything that’s happened since Day 1. Yet Snowden’s activities leading up to his “whistleblowing” have never really been covered in the mainstream and his motives never questioned. What’s up with that?

From an infrastructure and security standpoint, that sounds like a phenomenally bad idea. However, so was using companies like Booz Allen to hire eejits like Snowden.
