The most recent budget also removes statutory protections for tenure. That should certainly help attract and retain talented teachers.
They have also gutted the Department of Natural Resources.

A lot of the scientists who opposed the open pit mine up north will be getting lay off notices soon.
Coincidence?
Tom Tiffany (R-Hazelhurst) and head of the budget committee making these cuts was on a local radio show and opined that these scientists were making rules without even getting voted into office.
In other words, a state legislator who heads a budget committee in Wisconsin has no knowledge or concept of Administrative law. How it works and why it is necessary. If you have to lie or pretend ignorance and come up with a phony balony reason for what you are doing, then maybe what you are doing it not such a good thing.

I’m no expert, but I’ve never heard of a study showing $1 of new economic activity for every $1 spent on a stadium.

Agreed. I’d love to see the data supporting the claim that a stadium would return $3 for every $1 spent. Actually not, because that figure was pulled directly from his ass. There are, however, plenty of studies that document the benefits generated by top universities: patentable discoveries, startup companies, licensing, and an educated workforce.

I’d liken this to eating the seed corn—investing in education almost always gives a positive return on investment—but this is more like putting the seed corn in a pile, pouring gasoline over it and lighting it on fire.

Calling Scott Walker an extraordinary moron is an understatement.

Because benefiting lawmakers is the goal. Benefiting the people they’re supposed to represent? Not so much.
