The idea is to force Congress’s hand by presenting it with a fait accompli: when it comes time to write a budget, those chunks of the executive the Trump administration cares about will be staffed and those it doesn’t won’t be. This might be borderline clever if Congress didn’t get the last word on budgeting, which in turn assumes the Rs will get their act together for once and actually write and pass a budget.

All in all, a plan worthy of Wile E. Coyote (with apologies to Wile E. Coyote).
