Something tells me House Republicans won't go along with that. House Republicans wouldn't even agree to break the caps to increase defense spending. Really. That's a big reason why Speaker John Boehner's coveted appropriations process broke down; they wouldn't agree to break the spending caps to fund hospitals for veterans.
