Senator Leahy isn't intimidated by the Joker (watch for Leahy at the end).
By the way, lots of subtle anti-McBush political statements in The Dark Knight. The Bat-Sonar conflict between Lucius and Bruce for example (I won't spoil it further, but you'll see).
